Project Overview

The Governor Alfred E. Smith Houses Playground project involved full reconstruction and resiliency upgrades as part of the Sandy Recovery Program. The work focused on replacing aging playground surfaces, installing new safety surfacing and play equipment, improving site accessibility, and restoring outdoor community space damaged by prior storm events. Construction required precise coordination within an occupied NYCHA development while maintaining pedestrian safety and protecting existing trees, utilities, and site infrastructure.

Key Challenges

  • Construction within an active residential housing complex, requiring controlled access, phased work zones, and continuous safety monitoring.
  • Installation of poured-in-place safety surfacing and specialty playground systems requiring strict adherence to manufacturer fall-height and ADA standards.
  • Protection of existing utilities, drainage, trees, and site elements during excavation and demolition.
  • Integration of new curbs, metal edging, gates, and site furnishings into an existing urban courtyard environment.

Detailed Scope of Work

  • Provided full project coordination including labor, materials, supervision, permits, inspections, and compliance with NYCHA resiliency program requirements.
  • Performed demolition of existing fencing, benches, safety tiles, concrete surfaces, and playground components within contract limits.
  • Installed new concrete pavements, curbs, metal edging systems, and color-wearing surface finishes to enhance durability and aesthetics.
  • Furnished and installed new playground equipment, RPL seating platforms, benches, and site furnishings including trash receptacles.
  • Installed poured-in-place safety surfacing systems over concrete, asphalt, and aggregate bases to meet ADA and safety requirements.
  • Constructed new playground fencing, gates, and steel components including welded assemblies and concrete foundations.
  • Performed landscaping coordination including tree protection, root zone preservation, and restoration of planting areas.
  • Completed final site restoration, inspections, closeout documentation, and project turnover in accordance with NYCHA and Sandy Recovery Program standards.
